‘We are defamed’

ITANAGAR, Aug 20:  While reacting to a news items published in this daily on August 18, Tadar Bado, Tana Radh and Tana Maze and Tana Nega -II of Balapu in Sagalee area said that   they have reposed faith on All Papum Pare District Students Union as  guiding force of Papum Pare district and  therefore, there is no question of lowering the prestige of entire students community. As per press release “ we had defamed the  name of the district student union, but in reality the union president is defaming us by using name of the union in petty village matters, they said in a  jointly signed press release.

 

Writ petition filed

ITANAGAR, Aug 20: Bukhe Flago and Mama Rigam Chairman and General Secretary of All Arunachal Pradesh RTI Activists Organization (AAPRTIAO) has filed a writ petition in the Gauhati high court, Itanagar permanent bench on August 18 requesting the Court to issue directive to police for registration of FIR lodged against one Dungro Waii, Chimpu and Koniang Waii for allegedly threatening the RTI activists duo on July 24 last.

 

‘Support Anna’

ITANAGAR, Aug 20:  Expressing solidarity with Anna Hazare in his fight against corruption, Arunachal Pradesh Colleges’ Forum (APCF) has appealed to the every citizen of the country  in general and Arunachal Pradesh in particular to support Anna. Anna Hazare is fighting for all of us and for our brighter future, the Forum said.

Meanwhile, All Arunachal Pradesh Poverty People’s Union has urged upon the Central Govt to avoid path of confrontation and accept the demand of Anna Hazare on Lokpall bill. The  voice of Anna is the voice of thousands of people, the Union  said and appealed to the Govt to respect the voice of people.

 

ZPC  visits flood damage sites

ITANAGAR, Aug 20: Papum Pare Zilla Parishad Chairperson Nabam Aka along with the Toru Horticulture Development Officer and the Junior Engineer visited the horticulture orchards and mini irrigation projects (MIP) damaged by the recent flood within Toru circle today.

They also inspected the Doimukh-Sagalee road which was cleared for light vehicular movement yesterday. The road was cut off for more than two weeks due to massive landslide near 18 km point.  Meanwhile, the ZP chairperson urged the state Government to fully restore the road at the earliest in the greater interest of people of the affected area.

 

Road link restored

ITANAGAR, Aug 20: The Papum Village Welfare Committee (PVWC) in a joint collaboration with villagers, GBs, youths and  the PWD, Naharlagun division  conducted a social service and restored the damaged village link road Papu –I to National Highway. The PWD pressed three number of JCP into service for clear the road which was damaged by recent heavy rainfall.  Father of Catholic Church and BTM Hospital, Papu Nalah also extended support to the social service.

Meanwhile, the committee urged the  PWD  to take steps for construction of 3 number of CC culverts on the village link road during this financial year.

Pointing out the lack of basic needs in the village including drinking water supply, proper power supply and road communication, the committee also appealed to the panchayat leaders of Jully Bath segment to take stock of the situation and approach the Govt for development of Papu –I and II. It also appealed to both food and civil supply department and transport department to provide job or contract works to local unemployed youths.

 

NSS volunteers rock in Vishakhapatnam

ITANAGAR, Aug 20: A 12 members team of NSS volunteers has successfully participated in the 10 days long cultural youth exchange programme held at Vishakhapatnam from August 6 and 15 last. The team was led by A K Das, the programme officer, NSS, Govt Hr Sec School, Arunodaya. While the NSS volunteers of Govt Hr Secondary School, Doimukh, namely Yab Tutu, Yab Sanjay, Tadap topped the list in cultural competition, Vijay Chetry from Govt Hr Secondary School, Arunodaya, Itanagar stood first in painting competiton. The volunteers also had a two-days home stay programme in different local habitants to exchange their respective culture and tradition.

Learners assessment under Saakshar Bharat Mission

ITANAGAR, Aug 20: The state literary mission authority of Arunachal Pradesh in collaboration with the  National Literacy Mission Authority (NLMA) and National Institute of Open Schooling (NIOS) has conducted a day long  learners assessment for the neo-literates, self-made literate and  school drop out upto Class III (above 15 years) under Saakshar Bharat Mission  at all the Lok Shiksha Kendras in 1499 gram panchayat of 12 districts of the state today. The next round of learners Assessment would be held on March 5, 2012.

 

IAF chopper drops rice  at Sagalee

ITANAGAR: Papum Pare District Food and Civil Supply Officer Tam Takia informed that two relieves sorties with 48 quintals of Rice dispatched to Sagalee by Indian Air Force Helicopter Mi-17 today.

The People of Sagalee are facing acute shortage of essential commodities after the road blocked in between Doimukh to Sagalee since August 5 last.

 

Release adequate fund for Doimukh-Toru road

ITANAGAR, Aug 20: While appreciating the  Sagalee PWD EE and his team for  making the Doimukh-Toru road through for the light vehicle within a short period of time, All Sagalee Students Union (ASSU) has appealed to the Chief Minister and  Finance Minister to release adequate fund for proper maintenance of the said road at the earliest. Road restoration work should not be hampered due to paucity of fund, the union said.

ITANAGAR: The Sixth session of the Fifth Legislative Assembly of Arunachal Pradesh will commence for a three-day sitting at Naharlagun on September 23, 24, 26 next, according to a communiqué received from the state Assembly secretariat.

 

Assistance for differently abled people

ITANAGAR:  Papum Pare District ICDS Cell, Yupia in association with ALIMCO, CRC, Guwahati will organise a camp at Donyi-Polo School for Hearing impaired for free distribution of aids and appliances (hearing aids, wheel chair etc) to the differently abled persons in September next.  Interested persons may contact the office of the Deputy Director, ICDS cell, Yupia before Sept 9.

Media urged to educate masses on HIV/AIDS

ITANAGAR, Aug 20: Health mentors in Arunachal Pradesh today called upon state media to play its bigger role in removing negative social stigma associated with HIV/AIDS.

Attending a state level advocacy programme on HIV/AIDS by State AIDS Control Society (APSACS) here today, Parliamentary Secretary, Health & Family Welfare, Thangwang Wangham urged media to use its powerful medium to educate the masses about the threat posed by HIV/AIDS among masses.

“Media has an important role to play in disseminating information about the disease among the masses, he said while calling upon to play a positive role in containing and controlling the spread of the disease in Arunachal Pradesh.

He informed that the Speaker of State Legislative Assembly has convened a meeting of the Legislators Forum on HIV/AIDS on August 25 to discuss the issue.

He also called for extending such forum at grassroots level to create awareness among the villagers.

Donating Rs 1 lakh to the Arunachal Network of Positive People (ANPP) comprising 14 HIV+ persons, Wangham said the Legislators Forum will also be requested to donate some lumpsum amount from MLALADF towards the welfare of HIV+ people.

He further said some fund also have to be kept aside for zilla parishad to carry out campaign against AIDS in the villages.

Director, Health & FW, Dr K Nishing, called for removing the stigma associated with HIV/AIDS and hoped that once the discrimination shown towards AIDS patient stops, the number of AIDS cases would automatically reduce in the country.

ANPP general secretary Yumrin Nokpa narrated how he had to face societal bar after being detected HIV+.

Yumrin, a youth from Laju village in Tirap district, said that HIV positive was detected first in his wife and on further tests, it was confirmed about the presence of the virus in his body too. He called upon other people living with HIV positives to come over-ground and avail the benefits being provided by the Government since hiding the very fact about infection will neither help oneself nor the society.

The state has 178 identified HIV positive people of which 158 belong to the most productive age groups of 22-44 years with 62 males and 37 females besides 49 males and 10 females in the age group of 30-44 years, APSACS Project Director Dr Emi Rumi informed.

The programme was attended by top health officers, media persons and three HIV+ people.

 

APEDA celebrates Akshay Urja Diwas

ITANAGAR, Aug 20: Along with the rest of the nation, the birth anniversary of former Prime Minister Rajiv Gandhi was celebrated here today as 'Rajiv Gandhi Akshay Urja Diwas'.

Being organised by the Arunachal Pradesh Energy Development Agency (APEDA), various school students of the capital complex participated in the literary activities including drawing, quiz and essay writing competitions on the theme 'New and Renewable Energy Sources'.

APEDA has been celebrating the day since its announcement in 2004, which is sponsored by the Ministry of New and Renewable Energy (MNRE). This time also a series of activities were conducted by the APEDA to make the people aware of the importance of energy conservation.

School students held a march with the main slogan ‘conserve and make judicious use of energy.’ Besides showing their interest in the 'Akshay Urja Diwas', the students also presented a colourful cultural programme during the day-long celebration.

Speaking as the chief guest, Industries and Fisheries Minister Tako Dabi while recalling the immense contribution of late Rajiv Gandhi towards the development of the country particularly in IT sector called upon the students to preserve and make judicious use of energy sources.

He urged the teaching community to also impart education on the importance of energy conservation and its significance. Citing that the children are the future of the nation, Dabi said they must start campaign on use of renewable energy among their family members as well as in society.

 

APPSC gets new chairman and a member

ITANAGAR, Aug 20: Arunachal Pradesh Governor Gen JJ Singh administered the oath of office and secrecy to newly appointed Chairman of Arunachal Pradesh Public Service Commission Dr. Ligu Tacho and Member Mamang Dai at Raj Bhavan, Itanagar today.

Chief Minister Jarbom Gamlin, his cabinet colleagues, senior officials and member of State Public Commission Jathi Pulu attended the oath taking ceremony.  

Dr. Ligu is fifth person to occupy the prestigious Chairman post of the State Public Service Commission after T.S. Deori, J.K. Mehta, Nabum Atum and Rinchen Dorjee. Arunachal Pradesh Public Service Commission was established on April 4, 1988.

Dr. Ligu, who joined the Commission as a member in April, 2006, is the third person to be elevated to the post after becoming Commission member. Earlier to him, Nabum Atum and Rinchin Dorjee were also the members of the Commission before becoming its chairman. Born on November 16, 1953 to late Ligu Tadam and late Donia Ligu of Ligu Village, near Daporijo in Upper Subansiri district, Dr. Ligu started his primary education in 1961 from Middle English School, Daporijo. Thereafter he studied in Ramakrishna Mission, Shillong from 1965 to 67. He passed his class XI from Ramakrishna Mission, Narendrapur, Calcutta in 1972-73 and Class XII (Science) under Assam Board of Education from Higher Secondary School, Ziro in the year 1973-74. He joined MBBS in Assam Medical College, Dibrugarh and did his graduation in 1980.  

Dr. Ligu started his service life on February 18, 1982 as medical officer on ad-hoc. He joined the Central Health Service in the year 1984. In 1989, he was promoted to the post of Senior Medical Officer and again as Medical Superintendent of the then General Hospital, Naharlagun in the same year. Four years later he was promoted to the post of District Medical Officer and served as district medical head for approximately ten years. He was promoted to the post of Deputy Director of Health Services in 2002.

Two years later on May 18, 2004, Dr. Ligu took volunteer retirement and engaged himself in full-time social service. His popularity amongst the mass coerced him to enter politics, but he quitted after couple of years.

Padma Shree Mamang Dai, who took the oath as member of the Public Service Commission is one of most towering intellectual figure of the State. An eminent poet, author and journalist, was conferred with prestigious Padmashree Award in recognition of her immense contributions in the field of literature and education.

Born on February 23, 1957, Dai received her education in Shillong, Meghalaya and Jawaharlal Nehru College, Pasighat, graduating with distinction in English from Guwahati University, Assam. In 1979 Mamang Dai was the first woman of her state to be selected to the Indian Civil Service. As she was always drawn towards writing, Dai left the premium service and started her career in journalism in 1980 and never looked back. As a writer, Dai wears many hats:  historian, travel writer and journalist. Her first book, Arunachal Pradesh: the Hidden Land, documented the customs and the culture of a land that is still hidden by a veil of mystery and filled a huge vacuum about one of the country’s little known jewels.  Her novel, The Legends of Pensam, attained a new genre weaving history around a web of intricate images and was acclaimed as a literary work that could be read as a forgotten chapter in Indian history.

A leading journalist of the North East Dai was also a correspondent for the Hindustan Times, the Telegraph and the Sentinel newspapers, the President of Arunachal Pradesh Union of Working Journalists (APUWJ), and an active radio and TV journalist covering political and social issues in her state.

Her concern for the rich tribal culture of the State, nudged Dai to form the Arunachal Heritage Society in 1992 as a local initiative for the preservation, documentation and promotion of cultural heritage. During this time she also worked with World Wide Fund for Nature (WWF) as project officer on the Bio-diversity Hotspots Conservation program in the field of research, survey and protection of the flora and fauna of the eastern Himalayas. A long standing member of the North East Writers’ Forum (NEWF), Dai is currently a member of the Central Board of Film Certification, General Council member of the Sahitya and Sangeet Natak Akademi, and member, Raja Ram Mohun Roy Library Foundation.  

She branched out as a writer writing two novels: The Legends of Pensam, 2006, and Stupid Cupid, 2009, Mountain Harvest- the Food of Arunachal Pradesh, a work of non fiction on the rituals and taboos associated with food, and two illustrated volumes of folk lore for young readers: The Sky Queen and Once upon a Moon time. Her first volume of poetry River Poems in 2004 marked her as one of the most intensely poetic voices from the North East, a poet anthropologist, an alchemist who changes nature into emotion.  Her latest collection of poetry, The Balm of Time (El bálsamo del tiempo), 2008, is a bilingual edition published by La Manzana poética, Spain.  Her poems are featured in anthologies like Fulcrum, 60 Indian Poets, India, a Traveler’s Literary Companion, and The Blood axe Book of Contemporary Indian Poets.

Daughter of former Chief Secretary of Arunachal Pradesh Matin Dai and Odi Dai, Ms. Dai has featured in several national and international forums as a participant in the National Book Trust Indian Author Delegation to the Frankfurt Book Fair, October 2006, and participant in the Sahitya Akademi Author Delegation to Japan, 2007, for the International Symposium on Contemporary Indian Literature. Dai also represented India to the Utan Kayu International Literary Biennale in Jakarta, Indonesia, 2007, sponsored by the Indian Council of Cultural Relations, and the Indian Author Delegation to Moscow in 2009, and the Indian Author Delegation to the London Book Fair, 2009.

Conferred with the Verrier Elwin award by the State government of Arunachal Pradesh in 2003, she received the NETV India award for Academic excellence in 2005. Dai was conferred the Padma Shri in 2011 for distinction in the field of Literature and Education.

 

CRPF organize a series of Civic action  programme

ITANAGAR, Aug 20:  The 138 Bn, CRPF organized a series of civic action programmes in East Kameng, West Kameng and Papum Pare district recently.

At Seppa, the CRPF provided sewing machine to the poor ladies and bi-cycles to the needy school going children recently.

On August 18, they formed a musical group at Bhalukpong by providing modern musical instruments. Medicines were also distributed with first aid box to 15 school teachers of various remote areas.

Yesterday, this Battalion of the paramilitary forces established one more computer laboratory by providing two sets of modern computers along with accessaries at Govt. Middle School, D-Sector, Naharlagun in the presence of Bokar Basar,  additional deputy commissioner, Principal of the school, public and media persons.

All have appraised the steps taken by 138 Bn, CRPF.  Bhupendra Kumar, Commandant,emphasized the need of such Civic Action Programme to improve the police-public relation and to create a congenial environment in their area of operation..

Earlier, the battallion organized various Civic Action programme in Upper Subansiri and Lower Subansiri district and established a modern computer lab, a library and also distributed first aid box with essential medicines to the schools located in remote areas.

 

Rajiv Gandhi remembered

ITANAGAR, Aug 20: Congress leaders and workers in Arunachal Pradesh today observed 'Sadhbhawana  Diwas  to commemorate the 67th birth anniversary of later prime minister, Rajiv Gandhi at  Rajiv Gandhi Congress Bhawan today.   The Congress leaders including Chief Minister Jarbom Gamlin, APCC  president and PWD Minister Nabam Tuki and other ministers, MLAs and Parliamentary secretaries paid floral tribute to the portrait of Late Rajiv Gandhi.  This was followed by Sadhbhawana pledge  to work for the unity and integrity of the country.

Addressing the  gathering on the occasion,  Chief Minister Jarbom Gamlin called upon the Congress cadres to imbibe the spirit of oneness and spread the message of goodwill for a harmonious society.   Tuki in his address called upon one and all to follow the path shown by late Prime Minister Rajiv Gandhi. He also recalled the contribution of Rajiv Gandhi in nation building.

The NSUI state unit has presented Rajiv Gandhi Sadhbawana meritorious award to six toppers students in Class XII Science and Arts Stream on the occasion.

Nehru Yuva Kendra, Tezu in coordination with Duraliang Youth Club celebrated Sadhbawana Diwas commemorating the birthday of former Prime Minister Rajiv Gandhi at Durliang village today.

The birthday of Rajiv Gandhi on August 20 is celebrated as Sadbhawana Diwas every year.

Anchal Samitte member, GAO Bura, Teachers, Youth Leaders and villager of Duraling spoke on work and activities of Rajiv and asked youth to spread message of love, peace and brotherhood in the society.

Pailo Mihu, District Youth Coordinator, Nehru Yuva Kendra, Tezu exhorted the  youths to work for betterment of society and asked them to follow the path of great personalities like Mahatma Gandhi, Swami Vivekananda and spread message of non violence and utilized their youthful energy for development of the nation.

More than 70 people were present in the programme including students.

 

ArNP + a major achievement of APSACS

ITANAGAR, Aug 20: The people living in rural areas are little acquainted with HIV and AIDS, said Arunachal Network of Positive People (ArNP+) General Secretary Nokpa Yumrin while sharing his life style to this reporter here today.

The secretary strongly appealed the people to remove the stigma attached with the people living with HIVAIDS virus. He said “the AIDS-related stigma and discrimination can lead to a negative effect on HIV testing and treatment in the state as due to this stigma many people reluctant to access HIV testing, treatment and care and on the other hand it continues to devastate societies in the state. This stigma attached to the HIV/AIDS virus causes even more damage than the virus itself”, he added.

He further said that, “Now I have shed all these stigma and fear. Iam confident enough to take up for the cause of the people living with HIV/AIDS and also decided to work on it to prevent further spread of the HIV/AIDS upto to my capacity for the welfare of the society”.

Out of 178 people living in HIV/AIDS positive in the state only 14 individuals have joined the ArNP+ till today to fight against HIV/AIDS due fear of discrimination.

Yumrin appealed the people living with HIV/AIDS to come out openly and join hand with the society and the concerned agencies to fight against this virus.

He also appealed the concerned authority to post one or two Doctors for counseling and treatment to such group of people and also suggested them to provide fund to ArNP+ so that the society can conduct awareness and other means of campaign to prevent HIV/AIDS and its stigma in rural areas of the state.

The coming up of ArNP+ in Arunachal Pradesh is a major achievement of the Arunachal Pradesh State AIDS control Society (APSACS). Earlier, people living with HIV/AIDS from other state were called for APSACS programme to share and deliver their views and suggestions. Through this group of social worker (ArNP+), now APSACS’s activities would bring more fruitful result in its endeavor to fight against HIV/AIDS.

 

Panchayat members training prog held

ITANAGAR, Aug 20: A one day meeting cum training of Panchayat Raj members on devolution of power on 29 Subjects involving various departments with special reference to 73rd Constitutional amendment was conducted at Bordumsa Panchayat Conference Hall yesterday.

Participating in the programme as key resource person, , Kento Riba, ADC Bordumsa  has elaborately highlighted the Functionaries, Functions and Fund and stated that PRI members as per 73rd Constitutional amendment 1992 and APPR Act, 1997 is a powerful democratic Institutional from the level of Gram Sabha, Gram Panchayat, Anchal Samity and to Zilla Parishad level. In the coming days with the entries of matured and educated P.R. leaders it will rise to the expectation of the people and self Governance will prove worthy in the decentralize planning through devolution of power, he said.

S. N. Singpho, ZPM Bordumsa urged the PR members to avail the opportunity to know about various schemes taken up by all departments in Bordumsa

Officers and officials from various Govt departments viz. WRD, PWD, PHED, Agriculture, Horticulture, Veterinary, Forest, ICDS, CD Block, Health, Civil Supplies, Sericulture, Fishery, Co-operation, SBI were present in the meeting and read out schemes taken up by those Deptts.

The meeting adopted few resolutions, which included, compulsory consultation with PR members by all departments while finalizing proposals/schemes under allotted 29 Subjects and it should be routed through Gram Sabha of various panchayat where such schemes shall be grounded, pilot project involving all rural related departments to be identified a backward Panchayat area for comprehensive development in all sector by joint efforts of Panchayat and line departments, handing over of the dead project of Veterinary department for Piggery project at Galenja to Panchayat and Co-operation department for reviving the project through a registered SHG Group under technical guidance of the veterinary department.

It was also resolved that the current four numbers of projects under TFC grants for GPC office building should be grounded at Magantong, Lalung, Wagun – III & IV and Kherem Mura Panchayats. The direct selection at Dist level should be avoided and the Civil Supply department at district level should abide by the Govt. devolution of power on PDS item and proper guide and consultation to Panchayat for selection of APL/BPL/AAY and general ration cards matters should be taken up. The constitution of Vigilance Committee on checking of FPS and lifting of allocated commodities should be done as early as possible.

 

College Foundation Day Cum Fresher Meet

Seppa, Aug 20:  Govt. College, Seppa of East Kameng with 215 students and 6 teaching faculty members observed college foundation day cum fresher meet at Govt. Hr. Sec. School auditorium today.

Attending function as chief guest deputy commissioner Tope  Bam asked the students to avail the opportunities as Govt. has established a college at their doorstep.  Though there are problems and limitations in the initial stage they have to move ahead, he said and appealed to the teaching community to impart quality education. He advised the students to have strong determination and hard work the keys for success in life. He wanted to see that the collegians acted as a change-agents in the society  where bad things should be abandoned and good things should be put in place.

Kata Rangmo DDSE quoted that ‘education is the manifestation of perfection that already in men’. Student should develop strong physical, mental, intellectual and spiritual perfection. He advised them to pledge to be sincere, devoted and dedicated to studies keeping themselves organisational activities.

Robin Hissang, Principal, Govt. College lauded the personal initiatives, co-operation and support of the deputy commissioner who made it possible to start the college during last year.

H. Loyi, Principal, Govt. Hr. Sec school appealed to the students to build the image of the college with good results and let not the opportunity offered by Govt. go in vain.

Toppers of State Level Talent Search Exam felicitated

ITANAGAR, Aug 20: The toppers of the State Level Talent Search Exam were felicitated  in a funciton held at the office premises of NCSTSE Service, Itanagar today.

Angel Roy of Itanagar, Yukam Welly of Seppa and Kamin Tayeng of Pasighat were adjudged as 1st, 2nd and 3rd winners of category “A”, Nityang Padung of Yingkiong, Nani Tasing of Pasighat and Jorjee Sonam of Seppa are the 1st, 2nd and 3rd winners of Category “B”, while, Ongdu Wakhet of Changlang, Guru Prasad Singh and Sonam Kumari of Tirbin were adjudged as 1st, 2nd and 3rd winners of category “C” respectively.

Altogether, 1234 candidates took part in the talent examination and 953 candidates scored excellent marks in three categories.

The programme was chaired by Deputy Commissioner, East Siang Onit Panyang and supervised by Sanjoy Dolo, prop of /S NCS TSE service.

The representatives from NCS head office, Guwahati J Talukdar and M Barua also attended the programme and gave away prizes to the winners.
